Real estate committee interns build consolidated 'yard sale' parcel database; members flag RFPs, valuation and Land Court follow-up

The Town Real Estate Assessment Committee heard a presentation from summer interns who have compiled a master database of the town's "yard sale" parcel program, a decades‑long effort to convey small or paper parcels to adjacent property owners.

The database, created in Microsoft Access and populated with records dating to 2003, consolidates owner addresses, map and parcel identifiers, proposal dates, conveyed parcel areas, zoning, orders of taking, warrant-article references, deed links and notes on land‑court status, committee Chair John Brescher said at the start of the item. "This open meeting of the Town Real Estate Assessment Committee is being conducted remotely pursuant to Chapter 20 of the Acts of 2021," Brescher said in procedural remarks.

Why it matters: committee members said a single searchable repository should speed evaluation of parcels that need formal request‑for‑proposal (RFP) processes, clarify which conveyances are registered in Land Court and help estimate how much tax revenue the town has captured or failed to capture because of timing of assessments.
