Commission approves contract to extend 4100 North to Fairways Drive using WACOG funding

The Weber County Commission on July 22 approved a contract with Asphalt Construction and Excavating Company to construct an extension of 4100 North to Fairways Drive, a roadway connection intended to provide an alternate route to Powder Mountain and to relieve traffic on existing roads.
County project manager Ashley Toman told commissioners the contract award followed a competitive procurement with nine bids and that Asphalt Construction and Excavating was the low bidder. “Before you is this contract to construct the extension of the roadway, and this roadway will connect, beyond River Road up to, Powder Mountain Highway,” Toman said.
Toman described funding as a combination of WACOG (Western Association of Governments) sales tax funds — approximately $1,451,000 — plus about $260,000 in county impact fees. He said a local developer has an obligation to reimburse the county for a portion of the work and the county will meet with that developer to determine a reimbursement amount. Toman also said the bridge over North Fork is under construction and expected to be finished by the end of the first week of August; paving and concrete work remain.
The county noted the original right of way was adjusted to shift the road away from back yards; property owners granted additional ground to the north to allow a buffer. Staff said they are working with the homeowners association and the county attorney’s office on a landscape/license agreement to permit the HOA to install a berm in the county right of way.
Commissioner Gage Furrer moved approval; Commissioner Jim Harvey seconded. The motion passed unanimously on roll call (Furrer, Harvey, Bolos voting aye). The staff presentation noted coordination needs with the bridge completion and with private developers and the HOA; commissioners praised staff for completing a long-standing master-plan project.
