The Scottsburg Board of Public Works and Safety approved a certified first payout of $95,779.95 for work at the Mid America Science Park on July 9, 2025. Clerk Treasurer Jan Hardy said the payment had been certified by the city's engineer. Board members asked whether the payment included retainage. Hardy said the payment did not include a retainage and that she had asked the contractor about it. Board member Tom Bozett and others said retainage was standard practice and expressed concern about paying the full amount before final inspection. After discussion, board members agreed not to withhold retainage on this first payout but directed that future payments include a 10% retainage unless the contract expressly stated otherwise. Mayor Raynett moved to approve the payment; a second was recorded and the motion carried with the members present voting aye. The board did not change the current payout but recorded a policy direction to hold retainage on subsequent payments for the project. The item was handled during the new-business portion of the July 9 meeting.
