The proposal, introduced by Councilman Andrew Gruel, asks staff to evaluate site identification, environmental impacts, timelines and community engagement for multi‑trophic aquaculture (MTA), a closed‑loop system that pairs fish culture with vegetable production. “Food is the great unifier,” Councilman Andrew Gruel said during the discussion.

Decision: Mayor Pat Burns moved the item and it was seconded; the motion passed 7‑0. The council directed staff to return within six months with a feasibility report that would identify potential city sites, outline environmental review needs, propose an engagement plan for volunteers and quantify any likely city costs or revenue opportunities.
The council emphasized that the fish component would primarily serve the closed system rather than become a commercial harvest operation. The motion left specific implementation details and site selection to staff and to a future council decision.
