Baker City councilors on May 27 approved an updated intergovernmental agreement (IGA) for the R3 regional consortium, reflecting the City of Lakeview’s departure and leaving Baker City and Burns as the remaining member cities.
Staff said most changes to the IGA were limited and related to governance and voting adjustments needed with only two member cities. The packet included the current IGA and the proposed update; staff said they reviewed schedule language concerning costs and outside funding and confirmed the R3 director does not expect the clause that could require a member city to fund certain outside expenses to be triggered under current plans.
Councilors asked about the amount of remaining program funds; staff estimated roughly $2.5 million remained in the consortium’s pool but said they would provide a more exact accounting. Councilors noted that regional grant funds create incentives to move projects forward and discussed continued project applications and the potential for additional state funding. The council voted to approve the updated IGA by voice vote with no opposition.
