AdventHealth asked the zoning hearing master June 21 to rezone an existing hospital campus area to a new planned development that adds a parcel for a multi‑story parking garage, expands the hospital’s floor‑area ratio and adjusts building envelope heights and setbacks.
Applicant representatives said the hospital needs additional patient and staff parking and proposed a parking garage of up to seven stories and about 83 feet in height (maximum 83 feet cited in staff summary) to be located within a designated building envelope. Development Services staff supported the PD provided the applicant incorporate architectural screening on the northern façade, strengthen landscaping adjacent to residential properties and comply with a 60‑foot setback from the northern property line for the parking structure. The applicant also sought a minor increase in the campus’ maximum FAR from 0.56 to 0.63 and asked that the eastern building envelope height (Envelope B) be allowed up to 30 feet.
Planning Commission staff found the proposal consistent with the Office‑Commercial and Residential 20 future‑land‑use categories and noted the added parcel is adjacent to light‑commercial uses; the report emphasized that architectural features will be required to mitigate the visual impact of the garage on neighboring residential properties. The county’s transportation and engineering reviews identified existing access constraints that the applicant addressed by design and condition language.
No residents spoke in opposition at the hearing and no final action was taken by the hearing master. The hearing master will file a written recommendation to the clerk and the Board of County Commissioners will make the final determination on the PD and specific development conditions.
