Baker City councilors on May 27 approved Ordinance 34‑11, vacating a 60‑by‑250‑foot section of Twelfth Street right‑of‑way between Place and Estes Streets in the Revised McCrary Addition.
The ordinance directs that title to the vacated portion vest in the abutting property owners as provided by law and that the vacated land be divided proportionally among three adjacent tax lots after the vacation. The planning commission recommended approval after a public hearing; Baker Valley Irrigation submitted comments that were entered into the record and staff said the irrigation district raised no objection to the vacation.
City staff read the ordinance and recited that notice was mailed by certified mail to property owners within 250 feet at least 10 days before the planning commission hearing and that public notice was published in a newspaper of general circulation twice before the commission hearing. The ordinance identifies the three abutting parcels by assessor map and tax lot numbers; the property owners listed in the ordinance are Steve and Adela Hicks (Tax Lot 1600), Wendy Wall (Tax Lot 1800) and Jared and Amanda Bane (Tax Lot 1900).
Councilors asked planning‑and‑fire accessibility questions during the discussion. One councilor noted concerns about potential future subdivision of the vacated right‑of‑way and access to a structure set back on the rear of a lot; staff replied that setbacks and parcelization rules and any required planning commission review would control future development and that access could be provided by easement or gaps in fencing if necessary. The council opened a public hearing, received no public testimony in person or online, and then unanimously approved first reading in full, second reading by title only and final approval with no votes opposed.
The ordinance text and an attached exhibit describing the vacated parcel were incorporated into the record as part of ordinance 34‑11’s adoption.
