Engineering staff presented a solar array proposal for the water treatment plant and asked the committee to score it in the CIP. Staff said the project had been vetted by a solar-array task force that included neighborhood representation and that engagement helped shape a reduced-size array option designed to maximize payback and neighborhood acceptance.
Committee members praised the task force process. "The task force really does strongly believe that, an investment in solar at this facility really does make sense," one committee member relayed, referencing the neighborhood representative's endorsement.
Staff discussed potential funding approaches. The project could be financed as general-obligation debt, the presenters said, and the committee briefly discussed the possibility of offsetting debt service with PFAS settlement funds if the city received comparable settlement proceeds; staff cautioned settlement timing and amounts remain uncertain. Presenters cited payback estimates ranging roughly 13 to 18 years depending on tax credits and project size; the array lifetime was assumed to be 25to 30 years.
Committee members asked staff to score the project assuming GEO (general-obligation) financing and to revisit alternative funding sources if settlement funds or grants materialize. The committee did not approve construction funding at the July 21 meeting.
Why it matters: on-site solar at a large municipal treatment plant could reduce long-term utility costs and lower the utility's debt burden; project timing, tax credits and available settlement funds will affect the city's net savings and payback window.
