Committee holds bartender-license decision, approves event permits; Mungwasa Festival security discussions continue

The Public Health and Safety Committee on July 21 deferred action on one bartender-license denial and approved the remainder of staff-recommended licenses and event permits, while flagging ongoing coordination needs for the Mungwasa Festival.
The committee set aside the bartender-license recommendation for Christopher Kron to allow him time to submit additional documentation of rehabilitation. Christopher Kron said, “I dropped off a document, a copy of this, which proves that I finished probation.” The Police Chief told the committee, “That document in and of itself wouldn't change my recommendation,” and offered to advise Kron on what additional evidence of rehabilitation would satisfy departmental review.
Committee members approved other items on the licensing list, including picnic and beverage licenses for the Mungwasa Festival, River West Fest, New Jobs on the Block job fair, Chambers "Fun at Five" events, the Northwoods summer showcase tournament, and a dance-hall permit for Jefferson Street Inn. The approval carried after a motion by Alder Larson and a second from Alder Watson; members signaled assent by voice vote with no opposition.
Police staff and the committee said they are continuing discussions with Mungwasa Festival organizers about expectations for law-enforcement and private-security roles. The Police Chief said recent organizer expectations “are not consistent with what we're gonna be doing,” and staff emphasized that private security hired by an event cannot assign or deploy city officers but must coordinate roles and responsibilities.
No final denial was recorded for the second individual recommended for denial, Dane Nutter, who did not appear.
The committee recorded motions to approve the minutes of prior meetings (April 21, May 19 and June 16) and to place the licensing report on the record with the Kron item held for the August meeting.
