Johnson County Wastewater presented a petition July 17 to enlarge the Consolidated Main Sewer District (CMSD) to include a tract at 18845 Lackman Road. Aaron Witt said the property is in unincorporated Johnson County and within 3 miles of Olathe, Blue Valley Park and Spring Hill; staff requested comments from nearby cities and reported responses of "no comment" from the City of Olathe and Johnson County Planning.
Witt told commissioners that Kansas statute KSA 19-270 governs the enlargement process and requires a three-quarter majority vote (six votes) for approval. Commissioners noted the item will require a public hearing because the property lies outside the city limits but within the three-mile notice area; staff confirmed that some enlargements that are fully within a city previously went on the record without a separate public hearing.
The board scheduled the public hearing and will consider final action after the hearing at the next meeting. No formal vote was recorded July 17.
