County public works begins mill-and-overlay work; flood-damaged bridges closed for assessment and repair

Harvey County public works reported on July 15 that milling contractors were on site and that a hot-mix asphalt (HMA) overlay was scheduled to start on several county roads this week. The county said the milling contractor Dustral had begun milling and the overlay contractor (reported on the record) would start the HMA overlay on Northwest 12th from Ridge to Halstead Road, continuing east to Meridian, then south along Ridge Road and on to the city of Sedgwick; another segment on Dutch Avenue between River Park and Halstead Road was also included. The county estimated the total project length at about 19.5 miles.
Commission staff reported several bridge issues following recent high water. The county said a bridge on Southwest 40th remains closed; another bridge on Southwest 60th just east of South Emmett Creek was closed after piling damage; a third bridge on Northwest 12th had been reopened. The county said the Southwest 60th bridge originally dated to 1935 and had timber piling damage; the county plans piling and deck repairs and will await engineering assessments for scope and cost.
County staff said the Little Ark Drainage District and other watershed partners have been removing debris and working with county crews to allow engineers to inspect damaged piers and piling. The county indicated repair work will proceed as soon as weather and priority projects allow. Separately, county staff posted a request for bids for repairs or improvements at the Willow Bend boat ramp in the Willow Bend area of East Park and said the project paperwork is on the county website.
The county also reported an ongoing courthouse door-lock system issue; staff said the server components that manage door locks are failing, some doors cannot be programmed for new badges and the county has approved an update of the door system with the vendor. No completion date was provided.
Commissioners received the department update and asked follow-up questions; no new funding decisions were made at the meeting.
