Harvey County commissioners on June 24 adopted Resolution 2025‑19 to formalize stop signs at the intersection of Southeast 40 Eighth Street and South Webb Road.
The resolution follows prior field placement and is intended to make the signs enforceable by establishing a record of regulatory signage. The chair introduced the resolution as an item the commission had discussed the previous week.
Commissioners and county counsel discussed whether the county should pursue a blanket resolution to adopt and endorse all existing regulatory signs and delegate routine authority to the road and bridge department to place signs under defined procedures. County counsel explained that enforcement requires a documented record: if the sheriff’s office issues a citation that references a regulatory sign, the county must be able to show the sign was properly adopted. “For enforcement purposes ... when the sheriff’s department goes ahead and writes ticket, it needs to have been properly adopted as a traffic control device,” counsel said.
Road and bridge staff and commissioners noted the county maintains a comprehensive inventory of signs and that the county could attach that inventory as an exhibit to any blanket resolution to ensure all existing signs are on record. Commissioners directed staff to prepare a proposed process and, if desired, a blanket resolution so the board can consider delegating routine placements and receive reporting on actions taken.
The motion to approve Resolution 2025‑19 was made, seconded, and approved by voice vote.
