Madison County to seek grant details, contingency plan for senior-center kitchen remodel

Madison County commissioners at a work session discussed the proposed MDM kitchen remodel with SMA and asked staff to pursue grant requirements and contingency plans to keep food service running during construction.

The discussion centered on federal grant rules and the logistics of hiring a general contractor early in the process. County staff said they will meet with the county attorney next week to clarify grant conditions and will contact the senior center to determine whether its operations can temporarily continue during renovation.

County staff noted a possible USDA grant and warned that if federal funding is used, contractors may need sam.gov registration. Staff also said they will verify any state or CMS requirements before finalizing plans. “We’re gonna have something about the grant next week on Tuesday with the county attorney again,” said Speaker 1, a county commissioner, summarizing the next step.

Cost estimates discussed at the meeting included one preliminary figure of “about 500 per square foot per remodel,” which staff attributed to the contractor estimate. Staff also said another estimate “came in around 1.5,” with no further clarification in the discussion. Commissioners asked staff to identify a construction contingency and a plan to keep food service operating before advertising for a general contractor or bidding the work.

Speakers emphasized the benefits of involving a general contractor early so the contractor can advise on change orders and budget fit. Staff reiterated they would research procurement options, registration requirements tied to federal grants and operational continuity for the senior center before returning with a formal recommendation.

The board did not take a formal vote; staff were directed to follow up and report back at the next meeting.
