Penfield moves ahead with pre-referendum design work and pilot composting IMA; timeline targets December vote

The Penfield Central School District on July 15 moved forward on pre-referendum planning for a potential capital project and approved an intermunicipal agreement to launch a pilot composting program at Penfield High School.
The board approved a design contract for pre-referendum services with the district architect to support scoping, renderings and aidability analysis. District leaders described the project as driven by building condition surveys and recent facility needs that were not included in the current capital project; items under consideration include roofs, boilers, doors and some security upgrades identified by the security advisory committee.
District administration outlined a public roadmap: present a tentative scope at the Aug. 19 board meeting, seek board approval of a final scope in September, complete environmental quality review and public information sessions, and hold a community referendum in December. If approved, work would move through state approval and bidding with a potential construction start in summer 2027. “If that sounds good in August, by September we could have the Board of Education actually approve the scope of work,” said a district presenter.
The board also approved commissioning services for Phase 3 of the current capital project; commissioning is required by the State Education Department’s Office of Facilities Planning and involves testing and verifying building systems. The board approved change orders that included credits and other adjustments in the ongoing project.
Separately, the board approved an intermunicipal agreement with Monroe County to pilot school composting at Penfield High School. Under the agreement the county will pay 50% of the pilot cost and the district will pay the other 50%; the pilot is a multi-district effort with neighboring districts.
The board voted on several of these items during the reorganizational meeting; motions to approve pre-referendum services, Phase 3 commissioning and the composting IMA were moved and seconded and passed with no recorded opposition. Further details, including the draft scope and cost estimates, were to be presented in August as the district prepares for potential referendum planning.
