Deltona financing staff on Monday asked the City Commission to authorize the maximum proposed operating millage rate and several property assessments to appear on TRIM notices for fiscal year 2025–26. Commissioners voted to transmit the maximum millage of 6.95 mills for the TRIM notice and to place proposed stormwater, solid-waste, street-lighting and other assessments on property-appraiser notices ahead of public hearings.
City Finance Director Mr. McKinney told the commission the “maximum recommended millage represents a 6.12 increase over the rollback rate,” and that the working budget at the time of the presentation was balanced on a working millage of 6.75 mills. He asked the commission to authorize the city manager to transmit those maximums to the property appraiser so the statutory TRIM notices can be mailed and public hearings scheduled.
The request matters because the TRIM notice is not a final tax levy; it sets a ceiling the city can adopt later and triggers statutorily required public hearings in August/September. McKinney said staff will continue to…
