Roseville council authorizes RFP, RFQ steps for Civic Campus Master Plan design and construction management

The Roseville City Council on July 21 approved issuing a request for proposals (RFP) for architectural services and a request for qualifications (RFQ) for construction-manager-at-risk services to advance the Civic Campus Master Plan’s Concept C. Public Works Director Jesse Fryhammer told the council the architectural RFP will cover schematic design through final construction documents for the maintenance operations facility and a smaller licensed/passport/dance center. The construction delivery approach is proposed as construction-manager-at-risk (CMAR), a two-step procurement: the city will shortlist qualified firms through an RFQ, then issue an RFP to selected firms to obtain a guaranteed maximum price (GMP) and the construction manager’s detailed proposal. Council members asked about the process, sustainability goals and the potential to repurpose an existing on-site solar array. Fryhammer said design check points (schematic, 30 percent, final) will allow council review and that sustainability options (for example LEED or other certifications) can be priced as alternates in the architectural procurement. The council moved to authorize issuance of the draft solicitation documents, with final cleanup and attachments to be completed by staff before release. Timeline: staff said the city expects to return with an architect recommendation in mid-September 2025 and a recommended construction manager by mid-October 2025 after the two-stage RFQ/RFP process. Council members and staff noted the project will require careful budget discipline and that optional features will be evaluated separately.
