County staff cited before/after safety data from similar 4‑to‑3 conversions countywide that showed overall crash reductions and substantial reductions in pedestrian crashes at comparable corridors. Public comment included multiple residents who said pedestrians and children currently cross at intersections and informal paths; several speakers urged that mid-block islands would not be used and recommended improving intersection crossings (e.g., at Farrington and Galtier) or adding flashing beacons to improve driver compliance. Council members asked detailed questions about ADA ramp placement, the geometry of the proposed crosswalks, winter maintenance, crash-history data and possible re-alignment of the Acorn Park driveway to improve sight lines. Ramsey County staff said designs will include compliant ramps and that the county regularly coordinates operations/maintenance in design; they also said a forthcoming open house (tentatively Aug. 28, 2025) will present the design alternatives to the public before final design in late 2025 and permitting/construction bids in 2026. Councilmembers requested the county evaluate a simpler crossing at the east leg of Galtier (with receiving ramps and clearer alignment but without the center island) and to examine the need for any additional crosswalks or beacons given nearby school routes. County staff agreed to consider these refinements and return to an open house later this summer.
