City awards Prairie Oaks force-main bypass contract to low bidder SLB Pipe Solutions

The Lafayette City Council approved an award to SLB Pipe Solutions LLC for the Prairie Oaks force-main permanent bypass project, the council heard during its meeting.
Brad Talley, Lafayette Renew, told the council, "You have before you a notice of award for the Prairie Oaks force main permanent bypass project. This project came about from our emergency repair that we performed early 20 24 on those force mains." Talley said bidders were invited after the emergency repair and that the city will also rehabilitate a manhole where the force main discharges into the gravity sewer because the structure has eroded.
Talley presented bid results and recommended the low bidder. "This award is to the low bidder SLB Pipe Solutions LLC. They submitted the low bid of 348,000," he said. He also noted competing bids of $586,000 from Atlas Excavating and $800,000 from Ottweiler Contracting LLC.
Council members discussed the disparity in bid prices. A council member observed, in reference to the difference between bids, that "there was, a couple of the contractors were a little bit more conservative in their, pricing for bypass pumping. And then I think just the volatility of, the bidding process right now. You know, there's there's, the tariffs and everything else. There just seems like a lot of instability in in these processes right now." Talley also noted that SLB had previously served as a subcontractor on the emergency repair.
The council moved, seconded and voted to approve the award to SLB Pipe Solutions LLC. The motion passed and the mayor (presiding officer) closed that item.
The award documents and bid tabulation were reviewed by staff before the recommendation. The project will proceed under the contract awarded to the low bidder; the council did not specify a construction start date during the discussion.
