The Hammond Redevelopment Commission on June 3 approved several property and housing actions, including a $10,000 conditional forgivable loan to a local teacher and multiple property conveyances and dedications.
The commission unanimously approved a homebound conditional forgivable loan of $10,000 to Alejandra Santa Cruz and Edgar Munoz for the purchase of 6820 Ridgeland Avenue. At the meeting Santa Cruz identified herself as a Hammond School City teacher and said she learned about the city program through loan officer Jesse Placentia of Gold Star Mortgage; her realtor is Nancy Escala. Commissioners approved the loan by motion and roll call, 5–0.
The commission also approved Resolution No. 2025‑O8 authorizing the Hammond Redevelopment Commission to accept conveyance of a city‑owned parcel to complete a pending sale; staff said the parcel’s title search showed it was owned by the City of Hammond and therefore required conveyance to the redevelopment commission to finalize the sale.
Commissioners approved two deeds of dedication to clarify and dedicate street areas for parcels described as 1136 Adjacent Moss Street and 1139 Adjacent Cleveland Street. Staff explained the parcels abut an alley/Rev. Burns Drive area and that the dedication would straighten out historic gaps in the record and allow development or attachment to neighboring lots; one parcel is a narrow 25‑foot “orphan” lot staff said may be offered to an adjoining owner.
The commission approved an agreement to sell real estate commonly known as 826 Willow Court to Jose Flores Rangel and Cecilia Centeno for $1,700; the buyers told the commission they plan to attach the parcel to their home at 828 Willow Court as a side yard.
All of the items above were approved by motions and roll calls recorded as five affirmative votes. Staff said the deeds of dedication and conveyance will enable pending sales and clarify the city’s property inventory for redevelopment offerings.
