Board adjusts special‑meeting public‑comment sequencing after Brown Act concerns

Trustees of the Temecula Valley Unified School District spent the meeting’s opening hour clarifying how public comment would be handled at the special meeting and approved a change to the agenda after discussion about the Brown Act and public access.

Board President Melinda Anderson originally read preliminary president’s comments but trustees raised a procedural objection and moved those comments to the end of the meeting. Trustees discussed whether public comment should be taken before deliberations on each action item or clustered at the end. Several trustees and members of the public cited the Brown Act and the special‑meeting rules that restrict comments to agenda items; others urged that commenters be allowed to speak on items before the board deliberated.

After discussion, the board reached consensus to allow a short board discussion of action items first, then take public comment on each action item, and then take a vote. The board also pulled one action item from the agenda for separate handling. The revised agenda was approved by roll call (announced result 3–2). Trustees said the change aimed to give the public a chance to hear trustees’ clarifying remarks, then speak with focused comments before the board voted.

Trustees and legal counsel repeatedly invoked the Brown Act during the exchange; the board instructed staff to clarify comment procedures to arriving members of the public and agreed to enforce topic limits for the special meeting. A brief recess was taken during the meeting after heated exchanges about the scope of allowable comment.
