Council awards driving‑range net contract and approves $500,000 capital funding

Jacksonville Beach’s City Council on July 21 awarded an RFP to Action Sports Netting to increase the height and protection of the driving‑range net at the municipal golf course and approved additional funding to cover the full project cost.
Trevor Hughes, chief of parks development and maintenance, told the council the back of the range currently has a 100‑foot net protecting Beaches Energy’s substation and staff. Vendors recommended raising the net to 125 feet to provide about 98% protection at the required distance. The city had budgeted $500,000 in the capital improvements program for the project.
The low bid from a vendor that had done prior repairs came in at $386,000, but the recommended upgrade required meeting current building standards and codes. The council approved awarding RFP 04‑2425 to Action Sports Netting for the expansion and also approved $250,000 in additional funding from Beaches Energy reserves and $250,000 from the golf course enterprise fund to accommodate the total cost.
Hughes said construction hours in the RFP would follow the city’s code (no work before 8 a.m.), despite an RFP schedule listing different hours; the contractor confirmed the city standard would be observed. Council asked whether the range would be closed during construction; Hughes said the range would be closed for the work and that the practice putting and chipping greens would remain available.
Council approved both the contract award and the funding allocation by roll call.
