DWI program director urges reversal of 5% administrative fee; commissioners take no action

The Colfax County YES/DWI program director on July 15 asked commissioners to reconsider reinstating a 5% administrative fee that the county had charged to some grant-funded programs. The director said declining grant revenues had left the program $38,610 short for fiscal year 2026 and that charging a fee after the county provides a 10% in-kind match is counterproductive.
Commissioners discussed whether a uniform fee policy should apply across county-funded programs and whether implementing a fee mid-fiscal year is appropriate. One commissioner said any fee should be applied consistently to other non-county entities that receive county-supported funds, such as fire departments.
The commission’s chair said the item had been placed as a discussion item and indicated he would treat it as such for now; another commissioner said the matter should be revisited when the new county manager — quoted as having financial expertise — is in place. After discussion, the commission took no action at the meeting and left the matter on the table for future review.
The director also told commissioners that the program faces a projected shortfall of $38,610 for FY26; she said funds have been decreasing in recent years and that staff had emailed commissioners supporting information. The commission did not adopt any new fees or changes at the meeting.
