Staff described elements of the draft capital list for 2026: Waterford Park pathway work, playground replacements, crusher-dust pathway extensions at the sports complex, tennis/athletic court upgrades, shade awning replacements, marina walkway maintenance and potential kayak launch tied to NRDA/DNR funding. Staff outlined an alternative kayak-launch approach — a self‑serve kayak kiosk that dispenses kayaks via a credit‑card unlock — as a lower‑maintenance option if the district pursues launch infrastructure.
Board members noted the village does not have an exact capital budget figure until the village administration provides guidance and encouraged staff to use recent comparable project costs to estimate figures. The board requested more information on the Packerland trail ownership (Ashwaubenon vs. Hobart vs. Brown County), and directed staff to prepare cost estimates and prioritization for the August budget cycle. The board also noted some projects can be phased over multiple years rather than funded all at once.
