Board conducts first read of bullying and suspension policies; staff to draft administrative regulation before second read

The Board of School Directors held first readings July 21 of two student-discipline policies: Policy 2-33 (Suspension and Expulsion) and Policy 2-49 (Bullying and Cyberbullying). Directors discussed clarifications and asked administration to prepare an administrative regulation (AR) that would accompany Policy 2-49 before the board takes a final vote.
Director Walker summarized the changes to Policy 2-33 as clarifications and enhancements to due-process provisions, including timelines and parent-notification requirements for informal hearings. For Policy 2-49, Walker said language was added to clarify Title IX and discriminatory-harassment provisions, to add confidentiality and anti‑retaliation language, and to address false or misleading accusations.
Director Strickler raised concerns that removing procedural details from the policy and moving them into an AR had left the posted policy text too skeletal—he asked whether posting a policy in classrooms without clear instructions and complaint forms would be useful. Doctor Uchef (curriculum/administration) and other staff agreed the AR should specify how to access forms (online and paper), notification steps, and investigation timelines. The board discussed timing and staff said they could draft the AR by August 4, and the committee asked to see the AR prior to the next meeting posting.
As a result of the discussion, the board agreed to hold Policy 2-49 from final consideration until the AR is drafted and shared with the committee. Staff said the AR language removed from the policy will be incorporated into the ARs associated with the reporting process. The school code requirement to post the policy in classrooms was noted by staff; they said ARs are not required to be classroom-posted but will be linked to policy materials accessible online and in paper form.
No final vote on either policy was taken at the meeting; the record shows direction to produce the AR and return the policy for second read once the AR is available.
