Council awards trenchless pipe-rehab contract; staff describes minimal surface disruption and long-term benefits

Lake City — The Lake City Council voted July 21 to approve a resolution authorizing an agreement with Instaform Technologies for trenchless rehabilitation and pipeline infrastructure maintenance.
Councilmembers asked staff to explain the trenchless rehabilitation method and expected benefits. City staff and contractor representatives described a cured-in-place liner system pulled through existing pipes, heated and cured to form a new pipe inside the old pipe without excavation. “Once you put that new pipe in there, it's just like you have a new pipe cured in place,” Brian Scott, a contractor who answered council questions, said during the meeting. Staff emphasized the method avoids tearing up asphalt and reduces traffic and surface restoration costs.
Scott and other presenters said the city has used trenchless technology for several years on sanitary sewer and storm-drain infrastructure and can also rehabilitate manholes and reline cracked or misaligned pipes. The council moved and seconded the resolution authorizing the contract; the roll-call vote was unanimous in favor.
City staff said the technique reduces surface disruption and can deliver service life measured in multiple decades for rehabilitated lines, and that the contract will support ongoing maintenance of sewer and storm infrastructure.
