City presents five-year capital improvement plan focused on rehabilitation and replacements

City staff presented the proposed five-year capital improvement plan (CIP) covering FY26 through FY30 and highlighted planned capital work for FY26, which focuses largely on rehabilitation and replacement of existing infrastructure.
The FY26 project highlights listed by staff included street resurfacing and alleyway improvements; delivery of a ladder truck and other fire apparatus and equipment replacements; public-works equipment and fuel-island replacement; ballfield lights, park improvements and park security cameras; gateway signage and landscaping; sanitary sewer pipe lining and force-main replacement related to Fire Station 53; water-main replacement and design projects; and a stormwater GRAMA program and creek evaluation. Staff noted stormwater projects depend on completion of the watershed management plan and vulnerability assessment.
Staff said departments update the CIP annually during budget preparation and that the FY26–FY30 plan reflects updated costs and rescheduling where appropriate. Commissioners did not take action on individual CIP projects at the workshop but will see project funding during the budget hearings and final adoption process.
