City adopts Pinellas County Local Mitigation Strategy update

The Safety Harbor City Commission adopted a resolution to participate in the Pinellas County Local Mitigation Strategy (LMS) five-year update, a multi-jurisdictional hazard-mitigation plan required by FEMA for eligibility for some federal mitigation funding.
Cecilia Achin, senior planner/GIS analyst, explained the LMS “identifies potential hazards and vulnerabilities, set goals, and establishes specific mitigation actions across all the participating jurisdictions” and serves as the county’s floodplain management plan. Achin said the Florida Division of Emergency Management recently found the draft update to be in compliance with federal standards but that each participating jurisdiction must formally adopt the update to make it fully functional; staff recommended adoption of Resolution 2025-07.
The commission voted 5-0 to adopt the resolution.
Adoption makes the city’s mitigation priorities and projects eligible for certain FEMA and state mitigation grants and supports coordinated countywide planning for hazards and floodplain management.
