The Central York Policy Committee on July 21 voted to forward Policy 219 (Student Complaint Process) to the full board for first reading and discussed edits to the administrative regulations and complaint form to improve accessibility and clarity.
The draft policy change in the authority section replaces the phrase “established administrative regulations” with “any applicable administrative regulations developed by the superintendent or designee.” The committee also approved language explicitly allowing students to seek help from a parent or guardian at any step of the complaint process.
Most substantive discussion focused on the administrative regulation (AR) that implements Policy 219. Committee members asked staff to make a fillable, ADA-compliant PDF of the complaint form available on the district website and to provide clear instructions about how a student may submit the form (for example, to a principal’s email). Members recommended adding a form field that indicates the student’s school or whether the complaint applies districtwide, and discussed the need for an alternate submission route when a complaint concerns the school principal.
Committee members also asked staff to clarify the policy/AR language about what constitutes a complaint that “directly affects the student's participation in an approved educational program” — suggesting examples be added in the AR so students understand whether an issue is eligible for this process and to avoid discouraging submissions through uncertainty.
Action taken: committee forwarded Policy 219 to the full board for first reading and directed staff to publish a fillable, ADA-compliant complaint form and to add clarifying examples to the AR before final reading.
Next steps: staff will prepare a digital, fillable complaint form, update the AR with examples and crosswalk the handbook language prior to the final reading at the full board.
