Commission approves design evaluation for Waterfront Park boardwalk repairs over Mullet Creek

The Safety Harbor City Commission approved a proposal to evaluate and design repairs for the Waterfront Park boardwalk crossing over Mullet Creek after the structure suffered hurricane damage in 2024. The commission voted 5-0 to proceed with the evaluation and design work.
Michelle Giuliani, engineering director, told the commission the boardwalk was constructed in 2016–2017 and that the city obtained permits from the state water management district and the U.S. Army Corps of Engineers at that time. Giuliani said, “The segment of boardwalk over Mullock Creek suffered damage during hurricane Milton in 2024,” and presented a consultant’s scope and a recommendation to proceed with evaluation and design. City staff said McKinney Creek (consultant) provided a quote for design, an opinion of probable cost and will provide construction services if the commission elects to proceed.
Staff also reported the project is eligible for FEMA reimbursement at a 75% cost share for eligible expenses, and recommended moving forward with the design-phase work to preserve eligibility and prepare for subsequent construction.
Commission discussion was broadly supportive, with at least one commissioner explicitly stating support for repairing the boardwalk to restore public access. The motion to approve the evaluation and design proposal carried 5-0.
Staff will return with design documents, cost estimates and implementation steps, and will manage permits and FEMA reimbursement processes as required.
