Committee members noted the draft defines “participants” to include individuals attending activities under a federal award — including students and community members — and questioned whether the district’s reimbursement duty should be mandatory for participants or remain discretionary.
Staff explained federal rules mean that if federal funds are used to pay travel costs for one class of participants in a federal program, similarly situated participants must be treated consistently — an “all or nothing” interpretation she said is required to avoid supplanting. The committee discussed examples such as community members who participate in consolidated-application planning committees and whether the district has historically reimbursed such participants; staff said that, while rare, reimbursement could be appropriate when committee members had a recommended training and the pass-through entity and federal rules permitted charging the costs to the award.
The draft adds a citation to 2 CFR 200.475 and references the district’s general travel-reimbursement policies and administrative regulations; it also uses the term “district officials” in place of “school officials.” Committee members suggested clarifying the participant definition placement and whether students — called out once in the definition — should appear elsewhere in the policy if the intent is to permit reimbursement for students in some circumstances.
Action taken: the committee accepted the draft Policy 626.1 and forwarded it to the full board for first reading.
