Destin's City Council authorized city staff to negotiate a contract with LAZ Parking as the top proposer for a comprehensive paid‑parking solution after staff concluded the LAZ proposal best met the city's needs.
Council members voted 6‑0 to permit the city manager and city attorney to negotiate contract terms under RFP 25‑08‑PW with LAZ Parking, specifically including the option to provide on‑site parking enforcement attendants for areas where automated solutions are not feasible. Staff recommended a single vendor that could supply mobile apps, a website, kiosks and license‑plate recognition technology to manage fixed lots; council also directed staff to build scalability into the contract so additional areas such as the Joe's Bayou ramp could be piloted.
Council members asked that negotiators ensure any vendor compensation or fee model would be self‑sustaining and not require a net cost to the city; staff said terms will be negotiated so the program is revenue neutral or revenue generating. The council and staff discussed a phased rollout that could begin in parking lots and then expand to other city‑managed spaces, and asked that enforcement protocols and appeals be clear in the contract.
The motion to authorize negotiation, including the enforcement‑attendant option and return the final contract to council for approval, passed unanimously. Staff said they would negotiate terms and bring a final contract back to council before implementation; no final contract was executed on July 21.
