After lengthy discussion about term length, community uses, maintenance and signage, the council voted 6‑0 on a substitute motion that extends the existing lease by five years, directs staff to negotiate and return with redlined contract language to establish year‑round priority for the league during the off season (so clinics or short‑notice opportunities can be scheduled without repeated staff approvals), and to draft modifications to the city's sign rules to enable revenue‑generating signage while preserving residential character.
Council members split on the appropriate lease length and other terms. Some favored a longer 20‑year term to give the league security for fundraising, while others urged a shorter extension with periodic review; the adopted substitute provided a five‑year additional term and asked staff to include a five‑year review clause. Staff and the league said the Little League anticipates contributing about $100,000 over two years for field and general upgrades and expects to add roughly $10,000–$15,000 annually for maintenance and improvements; the league representatives said those contributions and the ability to sell signage were important to leverage private fundraising.
Council also asked staff to present a redline version of the amended lease and clarified that the city's maintenance (utilities, insurance, grass cutting and fertilization) will continue; the city noted utilities and some maintenance costs are currently covered by the city budget and that additional league maintenance funding is expected to be provided by the league. The council noted the charter requires a supermajority for park leases; the vote met the required threshold.
Staff said they will prepare the redline contract and return it to council for final approval. No monetary appropriations were made at the meeting; councilmembers indicated some budget consideration for the league could be addressed during the FY26 budget process.
