Council selects JL2 Architecture for public safety annex design after committee review

Following review of seven proposals and interviews of the top two firms, Oviedo's evaluation committee recommended JL2 Architecture LLC to provide architectural services for the Public Safety Annex; council approved the selection July 21.
The Oviedo City Council on July 21 approved Resolution 4625-25, selecting JL2 Architecture LLC to provide architectural services for the city's Public Safety Annex project. City staff said the city issued RFQ 25-30 for architectural and engineering services and received seven responses; an evaluation committee shortlisted Dewberry Architects and JL2 and interviewed both on July 9 before recommending JL2.
"The committee reviewed written proposals and conducted in-person interviews; the final recommendation was JL2," said Mr. Cobb, the city staff presenter. City staff and the owner's representative described the evaluation criteria as company qualifications, similar-project experience (minimum of four comparable projects), key personnel, subcontractor arrangements, schedule, design approach and references. The committee combined written proposal scores with interview scores to arrive at the recommendation.
Council members asked for a concise summary of the scoring criteria during discussion; owner's representative Rick Mellon and an evaluation committee member noted the process assessed qualifications, design approach and prior public-safety work, and confirmed both finalists had experience with construction manager-at-risk projects. The motion to approve the resolution passed on a roll call vote.
