The Board of Public Works and Safety on April 3 approved two INDOT Local Public Agency (LPA) agreements to replace stop signs citywide that do not meet Manual on Uniform Traffic Control Devices standards.
Dean Button, an engineering department representative, told the board the city applied for a special INDOT call to replace “non compliant stop signs that don't currently meet the MUTCD requirements,” and asked the board to authorize the board president to sign the agreements electronically.
The board approved an agreement for the construction and construction engineering portion totaling $499,500 and a separate agreement for preliminary engineering totaling $40,500. A board member moved to approve and authorize signature; another member seconded, and the board recorded the motion as approved by voice vote.
Button said the two items are linked: the construction agreement covers on‑the‑ground work and construction engineering, and the preliminary engineering agreement covers design and preconstruction tasks. The board did not discuss alternative funding sources during the item; Button described the work as part of an INDOT safety program.
The approvals direct staff in engineering to finalize the agreements and execute them electronically as provided. No formal dissent or conditions were recorded on the public record.
The INDOT LPA agreements and MUTCD compliance work will move into the engineering department's routine project‑delivery steps, including any required construction engineering oversight and contractor procurement.
