Oviedo council adopts tentative millage rate, schedules first budget hearing Sept. 4

Oviedo City Council voted July 21 to adopt a tentative operating millage rate of 5.961 mills and a tentative general obligation debt millage of 0.114 mills, producing a total tentative millage rate of 6.075 mills for fiscal year 2025–26. The council also set the first public hearing on the proposed FY 2025–26 budget for 6:30 p.m. on Sept. 4 at Oviedo City Hall, 400 Alexandria Boulevard.
The tentative operating rate would generate $25,004,263 for the general fund, an increase of $1,000,879 over the FY 2024–25 adopted general fund budget; staff said the rate represents a 6.1% citywide tax increase above the rollback rate of 5.6184 mills. "This is the maximum millage that can be established," said Mr. Cobb, the city staff presenter, explaining the rate is used to produce TRIM (Truth in Millage) notices that will be mailed in August.
Why it matters: setting a tentative millage fixes the upper limit the council can levy for FY 2025–26 without issuing a second TRIM notice; the council can reduce the rate later but cannot raise it above the tentative figure without issuing additional notices. City staff recommended adoption so notices can be prepared and mailed on schedule.
Council discussion was brief. A council member noted the tentative rate is the maximum and reminded listeners it could be lowered before final adoption. The resolution adopted also schedules the first public hearing on Sept. 4 at 6:30 p.m. in council chambers to receive public comment on the proposed budget and millage.
The measure passed on a roll call vote with all members voting in favor.
Background: Under Florida law the TRIM process requires local governments to set a tentative millage and notify property owners of proposed rates and hearings; staff said adopting the tentative rate now avoids issuing a second TRIM notice if the council ultimately reduces the rate. The council will consider the final millage and budget in subsequent hearings before the fiscal year begins.
