Board approves promotions, contract renewals, permits and licenses

The Hammond City Board of Public Works and Safety approved promotions, contract renewals and several administrative permits during its Jan. 9 meeting.
The board accepted correspondence from William Short, chief of police, requesting promotion of Correctional Officer Ryan Terry to certified correctional officer supervisor and Correctional Officer Antonio Villalobos to correctional officer trainer, with pay adjustments effective Jan. 1, 2025. A board member said, “I recommend the approval,” and another board member concurred; the board recorded the approval.
The board approved a request from Security Transport to park vehicles on 140 First Street near Hermit Park for safety training on the afternoon of Friday, Jan. 10, 2025, and the morning of Saturday, Jan. 11, 2025. A Security Transport representative told the board, “They promised they wouldn't, affect any local, businesses or residents or even, access to the park.” The board approved the request after the representative described the need for overflow parking.
The board accepted a request from Site Services to extend the annual road maintenance (crack-sealing) contract through 2025 at the same unit price of $7,168 per ton. A board member recommended approval and the board concurred.
Controller's office requests to renew Gallagher Bassett as the city's workers' compensation processor and to approve an assurance agreement with Professional Health Services LLC for life-insurance and workers' compensation case management tied to Gallagher Bassett were both recommended by staff and approved by the board.
The board also approved renewal of amusement device licenses for Hacienda San Jose, Return Order of Eagles 3117, and Flat Rock Tap.
Engineering submitted seven right-of-way permit applications covering routine utility work (NIPSCO pole replacements on 140 First and 160 Fifth, Comcast relocations and other small gas/utility jobs). Staff said the work would not require road closures but might restrict alleys; the board approved the permits.
The board set a rental-registration hearing date for Jan. 23, 2025, as requested by staff.
Separately, the board discussed a ClickFix report about lane striping at Eastbound 160 Ninth Street at Southeastern. A board member said he had asked Felix Gonzales, director of public works, to remove the left-turn striping and its sign because drivers on the west approach routinely use both lanes to go straight; the board took no formal action and referred the matter to Public Works to address the striping and signage.
Ending: Most items were routine administrative approvals or referrals to staff. The board handled several property-status matters and a set of ordered appearances later in the meeting (separately reported).
