The Torrington Planning and Zoning Commission on July 16 approved a site plan to convert part of the basement at 308 Highfield Drive into a 409‑square‑foot accessory dwelling unit (ADU) and waived the requirement for submission of an engineered site plan because no exterior work is proposed.
Property owner Diane Tobin told the commission the ADU would be a small, mostly self‑contained unit intended for a quiet, part‑time tenant; she said the unit has a walkout to the rear and adequate parking on the existing driveway and garage.
City planner Jeremy Leiford's memo confirmed the proposed ADU meets the city regulations on size (minimum 400 sq. ft., maximum 30% of the main dwelling) and that building and trade permits will be required. The commission conditioned approval on obtaining the necessary building, plumbing, HVAC and electrical permits and on following staff guidance about lighting and signage.
The motion to approve included a waiver of the engineered‑plan requirement and passed by voice vote.
