Council approves UDO amendments on development plans, design standards, lighting and signage

CARMEL, Ind. — The Carmel Common Council on July 21 voted to adopt ordinance Z‑698‑25, an amendment to the Unified Development Ordinance (UDO) that revises provisions for development plan and architectural design, exterior lighting, landscaping, and signage application and approval.
City attorney Sergei Gertrzuk told the council the ordinance was initiated at council level, reviewed by the land‑use committee, presented to the Plan Commission and returned without recommended changes. He reminded council that as of July 1 the council can act on text amendments without returning them to Plan Commission for recertification.
The ordinance follows a line‑by‑line review at council and at the Plan Commission, Gertrzuk said, and the version before the council is the same one the Plan Commission reviewed. No members of the public spoke during the public‑hearing portion on this ordinance. Council voted to suspend the rules and acted on first reading the same evening; the measure passed 8‑0.
Why it matters: the changes affect how developers submit and how staff and bodies review design, lighting and landscaping plans for new and remodeled projects in Carmel. City staff said the amendments clarify application procedures and add administrative updates that staff and applicants had requested.
What’s next: the ordinance becomes part of the UDO text and will be applied to development plan reviews and building‑permit processing immediately under the new code language.
