Commission reapproves AJK LLC recycling and processing site at 3350 Winstead Road with conditions

The Planning and Zoning Commission on July 16 renewed a two‑year site‑plan approval for AJK LLC to continue earth and construction material processing and recycling at 3350 Winstead Road, subject to conditions intended to protect wetlands, the Still River culvert and nearby public ways.

Attorney David Sherwood presented the application on behalf of AJK LLC and said the site is a legal preexisting nonconforming processing and recycling facility with operations dating to the 1950s. He told commissioners that wetlands boundaries were field‑verified and that most processing activity is confined to the northeasterly portion of the roughly 73‑acre property.

Staff recommended approval with conditions following Inland Wetlands Commission review and engineering reports. Conditions in the approval require removal of a tailings pile from the 75‑foot wetlands buffer by Dec. 31, 2025; allow a separate tailings pile adjacent to a dug pond to remain because it currently functions as an erosion and stormwater buffer (but bar its future use as an active stockpile); and require an annual licensed‑engineer certification of the driveway culverts over the Still River.

City planner Jeremy Leiford also required the applicant to add soil and erosion control details, show equipment storage areas on final plans, verify that an existing freestanding sign is wholly on private property, maintain anti‑tracking measures at the driveway during activity, and file final paper and mylar plan sets before permits are issued.

The commission approved the two‑year reapproval with the listed conditions; the motion passed on a voice vote.
