The Torrington Planning and Zoning Commission on July 16 approved amendments to zoning regulations governing special exceptions and public‑hearing procedures to bring the city code into alignment with 2021 state statutory changes and current practice.
Changes to section 8.2 remove or modify references to "character of the zone, neighborhood, or district" from special‑exception review standards and repeal time limits on the duration of special exceptions except where the regulations specifically retain a limit (the commission retained a time limit exception for excavation, mining and quarrying operations). The effect is that most special exemptions will run with the property unless otherwise restricted by statute or a specific regulation.
The amendments to section 8.3 formalize public‑notice practices in use by staff: the regulation now requires posting signs on all public streets fronting a property subject to a public hearing and adds language mirroring Connecticut General Statutes §8‑3d about filing approvals in the land records with the city clerk.
City staff told the commission that the changes reflect Public Act 21‑29 and relevant case law and are generally consistent with the city's plan of conservation and development. The commission voted to adopt the amendments as presented.
