The amendments reduce the minimum required parking for one‑bedroom dwelling units from 1.5 spaces to 1.0 space for zoning calculations, keep visitor parking at one space per four multifamily units, change accessible parking cross‑hatching and van space ratios, and adjust maximum cross‑slope thresholds to match ADA guidance.
The city planner told commissioners that the amendments were drafted after review of Public Act 21‑29, guidance from municipal practice groups and the U.S. Department of Justice material on accessible parking. The changes also add a greater van‑accessible space ratio (one of six required accessible spaces must be van‑accessible, up from one of eight) and set higher accessible‑space minimums for hospitals and physical therapy facilities.
Supporters at the meeting said the changes will help redevelopment projects and housing conversions. Martin Connor, a certified planner working for a property owner seeking a one‑bedroom conversion at 184 Berry Street, told the commission the amendment is necessary to make some small conversions economically viable in older parts of town.
Commissioners approved the text as proposed.
