The commissioners court unanimously ratified an interlocal agreement with the Texas Division of Emergency Management (TDEM) to allow use of the Hill Country Youth Event Center as a coordinated operations and staging point during the emergency. Officials said the agreement formalizes use of the facility for state-coordinated emergency response, recovery and mitigation activities and that the state's daily charge for the facility in the arrangement is $4,000 per day. Court members and staff praised the facility's role in recent response activities, noting its large field for helicopters and staging for boats and equipment, and discussed a longer-term idea of a permanent emergency operations center (EOC) with radios and equipment.
A county attorney present said the contract contains standard FEMA-required terms and that the county had limited ability to change the state's standard contract; staff said they worked with TDEM and the county contracting team to confirm reimbursement and contract language where possible.
