The Walworth County Zoning Agency on July 17 approved two separate amendments to previously granted conditional‑use approvals: one to allow an on‑site wine bar to continue at South Shore Storage LLC after relocating parking, and another to remove an outdated acreage condition for a Janssen Real Estate Holdings LLC property.
Kate, a county staff member, described the South Shore Storage amendment as a targeted change to strike condition number 19 so the wine bar could remain on site if parking is relocated to a compliant on‑site location and a storage building is constructed within an existing parking area. A motion to approve the amended language was made and seconded; the committee voted by voice and the motion carried.
On the Janssen Real Estate Holdings LLC item, Kate explained that a condition placed in 02/2008 required the parcel not be reduced below 35.88 acres without additional town and county approval. The town recommended rephrasing the condition to reflect a current surveyed acreage of 35.1 acres; staff noted the parcel is currently zoned A2, which requires a minimum of 20 acres. Debbie Janssen, the property owner, addressed the committee and said the family only recently learned of the stipulation when they attempted to sell the parcel and preferred removal so future, modest changes (for example a septic easement or minor acreage conveyance) would not require returning to the committee. “We requested changing this because we’re selling the property to new owners, and…this kind of slipped past us as well when we bought that we didn't realize they had the stipulation,” Debbie Janssen said.
Staff explained the Janssen amendment grew out of a small easement conveyed for a municipal lift station and that the existing 35‑acre restriction likely exceeds the relevant requirement for an A2 zone. Committee members said striking the condition would return the parcel to standard A2 treatment unless it is subsequently reduced below the A2 minimum and requires action.
