Council adopted the fiscal year 2025–26 budget by approving Resolution Number 14 for 2025 after separate votes on a recusal and the remainder of the budget.
Councilor Heggie announced he would recuse himself from voting on the personal services portions for the Parks and Finance departments. The council then voted to approve those personal services appropriations with six yes votes and one recusal. After that vote, the council voted to approve the remainder of the budget appropriations; the remainder of the budget passed unanimously with seven yes votes.
Finance staff and the city manager were available to answer questions during the presentation. No amendments to the recommended budget were recorded on the meeting minutes and no other recusals were requested. The meeting record reflects the two separate votes: a 6‑yes/1‑recusal on the Parks and Finance personal services portions and a 7‑yes/0‑no vote to adopt the remainder of the FY25–26 budget.
