Harbormaster to apply prioritization rules as slip reassignment window opens

The Depoe Bay harbormaster described a slip‑reassignment process that will open for a short window and then close on July 31; after the window closes the harbormaster will review requests, the wait list and available slip sizes and apply prioritization rules to place slip applicants. Harbormaster Dave (present at the meeting) explained the steps: the office will post notices and email mortgage holders and will accept requests during the application window. When the window closes the harbormaster will match open slips to applicants using criteria he described: vessel size and slip size compatibility, same‑boat owner priority, safety concerns and documented disability (handicap placard) will receive precedence. He said the harbormaster will attempt to pull people from the wait list “to the greatest extent you can,” but also must weigh safety, vessel size and dock configuration when making assignments. Councilors asked where wait‑list applicants rank relative to mortgage holders already assigned to slips; the harbormaster said disabled applicants have precedence and that where feasible he will use the wait list to fill slots that best match vessel size and safety concerns. He cautioned that opening the window does not guarantee any particular applicant will receive a desired reassignment because slip availability and safety considerations will drive final placement. The council did not take a formal vote to change policy; the harbormaster described the operational plan for the reassignment window and how he will make assignments under the existing ordinance and priorities. Council members and harbormaster noted that the harbor’s annual schedule and existing relinquishment procedures inform the timing; harbormaster staff will execute the reassignments and report back to the council.
