Commission approves resolution to secure title policy for pending property acquisition after dissent over lack of RFP

Staff told commissioners the title company required a resolution to confirm the city’s interest and allow closing to proceed; the requirement became known the day of closing and staff presented the resolution to avoid delaying the transaction.
One commissioner objected on principle and said the city should have issued a request for proposals (RFP) for possible properties and that completing the purchase without an RFP set a poor precedent. Other commissioners and staff said that, whether or not the broader procurement debate was unresolved, the immediate legal requirement for the title policy meant closing could be delayed without the resolution.
The motion to approve the resolution carried on a voice vote; staff said JCAT (the title/closing entity named in the meeting) will complete the closing once the signed resolution is delivered.
