Junction City holds public hearing on CDBG application to renovate Highwind Brewery

At a special meeting, the Junction City Commission opened a public hearing to consider a Community Development Block Grant application to renovate the second floor of Highwind Brewery.
The hearing offered members of the public, city staff and regional partners a chance to be heard; commissioners did not vote on the application at this session. The clerk will provide required documents for the mayor’s signature ahead of the commission’s decision at the regular meeting.
City staff (Speaker 1) told the commission the CDBG request would provide $300,000 toward the project, with Highwind Brewery expected to provide a $75,000 match and to pay any costs above the combined $375,000. "CDBG funding is 300,000. The match paid by Highwind is 75,000, and then he also pays anything above and beyond the 375," the staff member said. The staff member also said the total project cost is $443,277.
Officials also discussed complementary environmental work. The staff member said the application requires an asbestos study and that the city can provide the study at no charge to the owner using an EPA grant source. The staff member said, "We were awarded a million dollar revolving loan fund from EPA, and that is for cleanup of brownfield sites." EPA Region 7 staff and the region’s administrator were scheduled to present at a separate public meeting Friday.
A representative of the Flint Hills Regional Council and staff involvement were described as part of the application process. City staff said the city’s annual membership dues to the Flint Hills Regional Council are $20,000 and that the council provides grant administration and grant-writing assistance as part of that relationship. "With our dues, we provide free grant writing," the staff member said.
City staff clarified procedure and timing: the current session was a public hearing only and the commission would consider formal action at the regular meeting. During the hearing the clerk was directed to provide the required state documents for the mayor’s signature so the application can proceed toward the commission vote at the upcoming meeting.
The public hearing was opened and then closed after no public commenters remained. The commission then moved to adjourn and the motion carried; no substantive action on the CDBG application was taken at this meeting.
