Lincoln City Council members voted on several land-use and administrative items during the June 5 regular meeting, approving multiple final plats and zoning changes, adopting the annual auditor's bond and advancing procurement code amendments.

The council approved final plat and zoning changes for the Ridge Addition and Ridge Second Edition subdivisions after public hearings and staff reports finding the applications consistent with the city's master plan and technical requirements. Council also approved a separate final plat and zone change for Ridge Second Edition (public zoning for a park lot). All votes on the plats and zoning changes passed on motions with recorded roll calls.

On administrative matters, the council adopted a resolution establishing the city auditor's bond at $250,000, citing section 40-13-02 of North Dakota Century Code. The resolution passed by voice vote following a motion to establish the bond at the recommended level.

Council members also approved first reading of changes to the procurement and disposition ordinance (section 1-07 and related provisions). The amendments raise the bidding threshold to purchases equal to or exceeding $15,000 and leave lower-value approval authority with division directors for purchases under that threshold; purchases between $7,500 and $15,000 must be disclosed by portfolio holders at the next council meeting. The first reading was approved and will return for a subsequent reading and formal adoption.

Earlier in the meeting the council authorized the auditor to proceed with handling the city's property insurance renewal (effective July 1) and related valuation updates after a presentation from the city's broker. That authorization was approved by motion and recorded roll call.
