Hutchinson council sets ceiling to exceed revenue-neutral rate, schedules public hearing; sales tax still under consideration

The Hutchinson City Council voted unanimously July 15 to publish a resolution of intent to exceed the revenue-neutral rate and set a public hearing for Sept. 2, 2025, allowing the city to consider a mill-levy increase to address an operating shortfall.
City Manager Enrico Viega told the council that adjustments to medical and personnel costs, along with shifting some maintenance and equipment costs to the stormwater fund, narrowed the shortfall and that “the new proposal would be approximately 1.7 mil.” Director of Finance Angela Richard told the council the formal resolution lists a 2.0-mill ceiling so the city retains flexibility: “The resolution has 42.395… We do not have to impose that full 2 mil increase. We could do anything lower than that, but it gives us the ability to adopt up to that 2 mil increase and it sets the date of the public hearing.”
Why it matters: council and staff said the immediate mill-levy adjustment is intended to close a current structural deficit while a longer-term sales-tax strategy could replace the stormwater utility fee, fund capital projects and make possible incremental property-tax relief. Viega presented a scenario where a three-quarter-cent sales tax would fund streets, parks and stormwater and eventually allow the city to remove the separate stormwater fee.
Council discussion focused on timing and public outreach. Several council members favored placing a sales-tax question on the November ballot to avoid a separate special election cost; others said more time was needed for a complete cost-benefit and outreach plan. Viega and staff recommended gathering additional information for an Aug. 5 update and noted statutory deadlines if the council intends to place a sales-tax question on the November ballot.
Action taken: Council voted to approve the resolution of intent to exceed the revenue-neutral rate and to set the related public hearing for Sept. 2, 2025. The roll call was recorded as unanimous in favor.
What’s next: The council will hold the required public hearing in September on the mill-levy intent. Staff will return with further analysis on sales-tax timing, estimated revenue, and outreach costs for council consideration on or before the Aug. 5 meeting.
