The Fishers Plat Committee on July 2 approved Primary Plat PP-25-8, a proposed subdivision of 29.39 acres into seven lots at 11100 USA Parkway, conditioned on the petitioner working with city engineering and planning to study pedestrian improvements along the USA Drive right of way.
Chrissy Cashin, senior planner in the planning department, told the committee the site contains one office building and is being reconfigured into seven lots. "The proposed link plat is located near Parkway. The subject site is 29.39 acres and contains 1 office building with associated parking," Cashin said. She said Lots 1 through 5 are zoned PUD M Exit 5 Sunbeam PUD; Lots 6 and 7 are zoned Employment Node under the city Unified Development Ordinance and the entire site falls under the I‑69 Overlay District.
The committee’s decision followed a brief discussion about right‑of‑way width and pedestrian facilities along USA Drive. One committee member asked whether the planned public right of way would be wide enough to accommodate 10‑foot trails on both sides; a map shown during the meeting indicated a right‑of‑way of 52 feet. Cashin said the existing paved roadway measured roughly 31 to 35 feet in places, extending beyond the edge of pavement by several feet.
No waivers were requested for the plat, and Cashin said all lots except Lot 3 meet minimum UDO and PUD requirements; Lot 3 abuts right of way and is not buildable. Access for Lots 1 through 5 will be from USA Drive and Lots 6 and 7 from USA Parkway. Staff recommended approval of PP‑25‑8 as presented and noted a public hearing was required; the committee opened the public hearing, received no public comments and closed the hearing.
Mr. Hillary made the motion to approve Primary Plat PP‑25‑8 with the condition that the petitioner work with city engineering and planning to evaluate pedestrian improvements along the right of way, which may increase the right‑of‑way dedication. The chair seconded the motion. The roll call recorded votes in favor from Mr. Mecke, Mr. Hillary and the chair; the motion passed.
Committee members said they expect further coordination between the petitioner and city staff to determine whether trails or other pedestrian facilities can be added on one or both sides of USA Drive, taking into account culverts and landscaping. The committee noted the item will return to the August meeting as needed for any follow‑up. No other public comments or related actions were recorded.
